Players on version 0.9 ran into the same wall repeatedly: stalls are not where you would expect them, and a plain toilet does not satisfy the requirement. Check Essentials Appliances
The answer is in the game's own help system. If you check the in-game help, it points you to the Essentials Appliances category — that is where bathroom stalls live, not under general furniture or bathroom fittings.
This trips people up because the tutorial asks for a restroom without telling you the category name, so the usual response is to place a regular toilet and assume it counts. It does not: players report installing a toilet in their first shop and still failing Uncle Fred's tutorial requirement.
The workaround players used
If you are stuck and just need the requirement cleared, there is a partial workaround. One player reported making a restaurant and placing regular toilets in the main dining area, which satisfied the business's toilet requirement.
Be warned that it is a workaround, not a fix — the same player noted that customers using them were not happy about the arrangement, even if the diners sitting next to them did not seem to mind. Expect a satisfaction cost for taking the shortcut.
Make sure you are on the right version
A common cause of "I cannot find this item" is simply running an older build. Bathroom stalls were discussed as part of the 0.9 update, which first shipped on Steam's experimental branch.
If your game still shows 0.8, you will not see the item no matter where you look. To switch: in Steam, right-click Big Ambitions → Properties → Betas, and opt into the beta branch. This is the standard Steam beta opt-in process, identical to any other game.
